Background:
Ms. Barkdull began her right of way career as the state’s first female agent
with the Virginia Department of Transportation in 1970. After taking 11 years off to
raise a young family, she was rehired by VDOT in July 1986. Working in both the
Negotiation and Appraisal Sections of the department, she was promoted to a
Transportation Right-of-Way Agent Specialist Senior in 1994 specializing in
relocation of displacees. In 1995, she retired from VDOT and accepted a position
with Columbia Gas of Virginia, Inc. as a Right-of-Way Agent acquiring gas line
easements. In 2001, she was hired by Knight Dorin & Rountrey as an Assistant
Project Manager. In 2002, she was promoted to Director of Project Management
with KDR Real Estate Services, Inc.

Experience:
Ms. Barkdull has acquired a solid background in reading and interpreting construction
plans, attending public hearings and information meetings, preparing right-of-way estimates,
conducting negotiations, and preparing appraisal reports. Through her specialization in
relocation, she is well versed in explaining the relocation process to
displacees, computing
relocation benefits, locating comparable housing on which to calculate Replacement Housing
Payments, and the handling of all financial matters involved in the purchase of replacement
facilities. She has worked closely with the Federal Highway Administration acquisition process
through her experiences with a natural gas line company.
