Background:
Mr. Blaha began his career with the Virginia Department of Transportation in 1953 as a surveyor. In
ensuing years he was a Design Draftsman, a Staff Appraiser and Reviewer, and an Assistant District Right of Way Manager
for 15 real estate appraisers and 15 right of way negotiators. In 1986 he was promoted to District Right of Way Manager
of the Richmond District where he was responsible for the management of 60 employees. In 1987 he joined the firm of Knigh
Dorin & Rountrey and has served in the capacity as a Project Manager for 17 projects involving over 800 parcels. In 2002,
his title became Transportation Project Manager for KDR Real Estate Services, Inc.

Experience:
As the Richmond District Right of Way Manager for
VDOT, Mr. Blaha was responsible for the successful
acquisition of over 4,000 parcels of right of way on over 400 interstate, primary, and secondary road projects. The
acquisition of right of way involved the relocation of approximately 300 family units, 100 businesses, and 30 non-profit
organizations.
